THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2 – IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID.
The intent of this notice is to notify potential offerors that Lajes Field, Terceira, Azores, Portugal intends to solicit proposals and award a single award firm fixed price contract using FAR Parts 12, 13, 37, with FAR Part 15 evaluation procedures. The contract term will be a base period of eleven (12) months plus four (4) one (1) year options, beginning on 1 December 2025 to 30 November 2030.
This synopsis is for a solicitation for the following: Non-Personal Service: The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed at Lajes Field, in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Appendices A and B, to meet the requirements of Performance Work Statement (PWS). Minimum cleaning frequencies are established in Appendix A, Air Force Custodial Common Levels of Service Standards. Facility cleaning levels and estimated square footages are established in Appendix B, Estimated Square Footages and Cleaning Level.
All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, final governing standards for Portugal, instructions, and commercial practices.
The North American Industry Classification System (NAICS) assigned to this acquisition is 561720 - Janitorial Services. The contemplated contract is to be performed in Azores, Portugal.
Tentative date for issuance of Solicitation FA448625R0001 is 01 August 2025. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package.
Solicitation documents will be posted on the Government Point of Entry located at https://www.sam.gov and in the local chamber of commerce in Angra do Heroísmo. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package.
Potential offerors MUST be registered in the System for Award Management to be eligible for award (See internet site: https://www.sam.gov) or their proposal will not be considered. Payment for this acquisition will be made electronically through the Wide Area Workflow (WAWF) System via the Procurement Integrated Enterprise Environment (PIEE).
