Description


This is a Sources Sought which seeks information from sources that can provide bulk and retail fuel services. No solicitation is being issued at this time. For reference purposes, this SAM notice is numbered SPE603-25-R-0523. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10.

The Defense Logistics Agency (DLA) - Energy - FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) to procure services to provide Contractor-Owned, Contractor -Operated/ Government-Owned, Contractor Operated (COCO/GOCO) operation and maintenance services for bulk and retail refueling services at U.S. Army Garrison, Hawaii (USAG-HI) for Schofield Barracks and Wheeler Army Airfield(Wheeler AAF). This includes services for the operations, management and administration pertaining to the receipt, storage and handling, and issue of DLA Energy fuel products. The Contractor will be expected to provide COCO/GOCO operation and maintenance services for bulk and retail refueling services.

This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. Period of performance is beginning on April 1, 2027, through April 30, 2031 (48 months), and May 1, 2032 through April 30, 2033; Option 1; Option 2: May 1, 2033 through April 30, 2034; Option 3: May 1, 2034, through April 30, 2035 ; an option to extend the contract for a total of no more than six months from May 1, 2035 – November 30, 2035.

Dates of the pre-proposal conference, in conjunction with the site visits, will be listed in the solicitation. However, the pre-proposal conference may be held virtually due to continued governmental travel restrictions. Offerors will be required to submit in writing to the Contract Specialist (via email or letter) the name(s) of the individual(s) who plan to attend.

Interested companies should respond to the questions below. Responses are limited to not more than 5 pages. Any information provided to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. All responses to this notice are to be submitted by 1300 hours local time Ft Belvoir, VA on May 9, 2025.   1. Capability of providing qualified and experienced personnel with appropriate    clearances, if required.

       2. Past Performance: Do you have past performance as a prime contractor or subcontractor on service contracts for similar                  fuels management requirements? If so, please provide the following: Contract number, Name of Government Agency or                     Commercial Entity. Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.),  and an               explanation of services provided as they relate to COCO/GOCO fuels management. If your firm acted as a subcontractor                   or joint venture, name the prime contractor or other party, the specific work performed and percentage.

        3. Address any past performance problems, and resolutions taken.

        4. Location: Please provide the location/address of your facility.      

        5. Do you anticipate any type of teaming arrangement for this requirement? If yes, Please address what kind of arrangement                and what percentage of work, type (s) of service  would you perform.

        6.  Does your company have experience with the Service Contract Act of 1965 covered  contracts?

        7.  Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and                         support  a five-year contract with multiple  locations, in the event there are delays with the payment process?

        8.  What realistic phase-in period would you require to commence performance with  personnel, equipment, and materials?

This sources sought is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist and to assist in determining if this effort can be competitive. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions.

This is not a request for a quote or proposal. The Government does not intend to award based on this sources sought/synopsis or reimburse any costs associated with the preparation of responses to this sources sought.
