THIS IS NOT A REQUEST FOR PROPOSAL.

The Naval Facilities Engineering Command Southeast, Jacksonville, FL, intends to award a Utility Energy Service Contract (UESC) on a sole source basis to Dominion Energy South Carolina, Inc., a servicing utility provider for Naval Support Facility (NSF) Beaufort, SC.  The UESC will be awarded under the authority of 10 U.S.C. 2913, which authorizes the Department of Defense to enter into agreements with serving gas or electric utilities to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices).

This project will involve the reduction of energy consumption which may include replacement of existing building systems of facilities aboard (NSF) Beaufort, SC.  The proposed work will involve a no-cost, preliminary energy audit/assessment by the Utility Provider and the design and implementation of life cycle cost effective Energy Conservation Measures (ECMs) for (NSF) Beaufort, SC. facilities.  The ECMs may include, but are not limited to, the Boiler Plant Improvements, Chiller Plant Improvements, Building Automation Systems (BAS) / Energy Management Control Systems (EMCS),Heating, Ventilating, and Air Conditioning (HVAC) Improvements, Lighting Improvements, Building Envelope Modifications, Chilled Water, Hot Water, and Steam Distribution Systems, Distributed Generation, Renewable Energy Systems, Energy/Utility Distribution Systems, Water and Sewer Conservation Systems, Commissioning, and Advanced Metering Systems. The government intends to fund this procurement using Utility-Provided financing. 

For purposes of qualifying under this notice, an entity must meet the definition of a servicing utility provider to (NSF) Beaufort, SC before an agreement can be initiated.

Interested utilities may identify their interest and ability to meet the requirements stated herein and may submit their corporate capabilities for consideration. The submission must include the NAICS code and Cage Code.  A determination by the Government to not compete this contract based upon responses to this notice is solely within the discretion of the Contracting Officer.  Please note the following:
