The Department of the Navy (DoN), on behalf of the Naval Facilities Engineering Command (NAVFAC) Pacific, is issuing this Phase 2 of Solicitation for Offers (SFO) LI-14174. Offers must be received no later than 12:00 PM Pacific Standard Time on Monday, May 26th, 2025 at 11:59 PM Hawaii Standard Time. The deadline to submit pre-proposal inquiries (PPI) is Friday, May 2nd, 2025 at 11:59 PM Hawaii Standard Time.
The purpose of SFO LI-14174 is to address the growing operational space requirements associated with the Shipyard Infrastructure Optimization Plan (SIOP) at the Puget Sound Naval Shipyard (PSNS) in Bremerton, Washington. As part of this critical initiative to modernize and expand the shipyard’s capabilities, the DON is seeking to lease space to accommodate various operational functions during the infrastructure upgrades. SFO LI-14174 is following a two-phase process with Phase 1 having been completed on February 21st, where interested parties were invited to submit information regarding properties (location, square footage, availability, price per square foot, etc) meeting the space functions the DoN is seeking to lease.
Phase 2 of SFO LI-14174 allows offerors (those who submitted for Phase 1 and any new offerors) to assess their properties against the detailed DON requirements contained in the Phase 2 SFO documents and to submit formal proposals for lease in accordance with the instructions of SFO LI-14174. Offerors who can provide existing space or propose Build-to-Suit solutions are encouraged to submit their available options, allowing the Government to maintain operations seamlessly for the duration of SIOP construction. There are total of 17 different space requirements available for Offerors to review and submit proposals. Offerors may submit one or multiple proposals to satisfy one or multiple space requirements of the DoN, including co-locating multiple space requirements.
